The Citadel Charter was a international treaty to prevent the use of weapons of mass destruction and curbing military expansion. The UEG denounced the charter in January 2583 and ceased to pretend following the treaty. The UCR left the charter in 2585. Exon left the charter in 2582 under the guise that the UEG and UCR was not following the charter.
Ship Restriction[]
A 1,000 warship limit was imposed. The limit was circumvented in many ways; for example Exon pushed warships onto its militias and client states where the limit did not apply. The UNSC had plans on paper to scrap many of its warships to meet the treaty limits but this was merely a excuse to store warships under the pretense of scrapping. In truth the stored ships would be upgraded or docked to save costs. With the charter scrapped, the UNSC immediately unveiled a plan to expand the Navy to the equivalent size of the next three largest fleets combined.
WMD Clause[]
A ban on the use of WMD such nukes, reaction warheads, glassing beams, chemical, biological and other weapons capable of causing mass suffering and death. For the UNSC this spurred the creation of various non-nuclear devices that had a similar destructive effect.
